FORTNIGHTLY' MEETING

RECOMMICNDATIONS OF COMMITTEES.

Tho fortnightly mooting of tho City Council was held lard night. Present: Tho Acting-Mayor (Councillor J. Smith), Councillors X. Cohen, G. Frost, J. Godber. A, IN Atkinson, L. McKenzie. A. U. Him]marsh, W. IF P. Barber, J. K. Fitzgerald. R. Fletcher. J. Fuller, D. McLa-rcn, AI.P., and Dr Cameron. FINANCE AND PROPERTY. Tho finance and property committee recommended:

That tlio request of the contractors loi tho construction of tho Waiuui dam for a furter advance against tho works be not acceded to.

That tlio owners of Whittaker street and Onslow terrace bo called upon to put the streets into proper repair. That the Brooklyn Municipal Electors* Association bo informed that it is intended to deal with the numbering of houses in the suburban districts during the present year, and also .that the question of a new main road to Brooklyn will bo considered when next year's estimates arc being framed. That Glenbervie terrace bo blocked for vehicular traffic with posts, and a guard rail erected along the top of the bank to safeguard pedestrians, at an estimated cost of JBS, ;is recommended by tho city en gineer. That the request of a resident of Melrose for repairs to the track from tho Newtown Park to Sutherland road be not acceded to, and also that the track bo closed, as there is another track in good order which the people in this locality can use.

That accounts amounting to .£12,002 13s Td bo passed for payment. The committee reported tha.t they have reconsidered tho basis of the valuation for tho sale of the strip of land at Salamanca. road to the Wellington Hospital and Charitable Aid Board, and had approved same. They recommended that no reduction be made in such valuation Tho recommendations and report were adopted. TRAMWAYS COMMITTEE.

Tho power, stations, and tramways committee recommended, and it was decided:—

That a tramway pass bo granted to the uurso employed by tho Society of St, Vincent do Paul

That a new tramway stop be established at To Whiti street, Kilbirnie. and the existing stop at Leslie street shifted to Boss stroed, as recommended by the electrical engineer. That tho visiting football teams from the Auckland and Christchurch Football Clubs be granted tho same privileges regarding travelling on tha cars, etc. as were granted to the Wellington City Council’s tramways football team on the occasion of their visit to Auckland last year. That the city engineer be empowered to deal with a question of alterations to promises, rendered necessary through the carrying out of tho Wadestown tramway works. That tho petitioners for tho extension of tho electric lighting mains down thHappy Valley road be informed that tho council regret that they cannot see their way to carry out tho work at the present time. That accounts amounting to J 310,026 2s 3d he passed for payment. ABATTOIRS AND PUBLIC HEALTH. It was agreed on tho recommendation of the abattoirs, milk supply and public health committee:—■ That the council’s officers have full power to act in connection with all nuisances of an offensive nature and of extreme urgency affecting tho public healthThat the annual allowance to the city treasurer’s department charged against the abattoir be reduced from A 250 to dflOO. That tho various butchers and meat export slaughterhouses be credited with tho amount of surplus shown on the bal-ance-sheet in proportion to the quantities of stock on which fees were paid during tho preceding year, and that charges for tho tise of tho abattoir for tire current year be made against the amounts credited until absorbed, as recommended by the city engineer and city solicitor. That the following scale of fees for the use of the abattoir, exclusive of the cost of inspection, as recommended by the city engineer, he approved : Cattle Is 8d each, sheep SJd, lambs 3Jd, pigs Is s}d, calves lljd. _ That the depreciation fund be invested to the best possible advantage. The committee reported that they had been waited on by the Conciliation Commissioner and tho representative of the union in connection with the slanghternien’s dispute, and had instructed tho city engineer to report on the suggestion that the abattoir be equipped with electric fans for cooling purposes. BATHS AND CITY RESERVES. The baths aud city reserves committee recommended:— That the request of tho Newtown Lawn Tennis Club and tho Northland school committee for trees aud shrubs for planting on Arbor Day be acceded to, on condition that tho grounds are prepared for planting and fenced to the satisfaction of the reserves superintendent. That the superintendent of reserves be empowered to engage an additional six men for gorse-grubbing operations on the Town Belt. That seats be erected in tho band rotundas at Newtown Park and tho Botanical Gardens, at an estimated cost of .£B. That expenditure up to XSO be authorised for extending the men’s bathing shed at Lyall Bay to double its size, erecting a shower and a partition, to provide a resuscitating room for use by the Surf Club, together with an observation, window, in accordance with a design to be submitted by the city engineer. The committee reported that they had cancelled the permits granted for tho training of dogs on the city reserves owing to the amount of damage caused to tho ground. The report was adopted. BY-LAWS, FIRE BRIGADE AND STREET LIGHTING.

It was decided on the recommendation of the by-laws, fire brigade and street lighting committee 'That the following street lamps be erected, as recommended by the electrical engineer:—Derwent street. Island Bay, one lamp to cost d!S 10s; Jackson street. Island Bay, two lamps to cost .£-23; Karepa street, Brooklyn, one lamp to cost AS. MISCELLANEOUS. A motion by Councillor Barber, “That a-return be submitted to the council showing the amount expended in the beautification of tfie city," was lost by five votes to four. Councillor Cameron moved : “That the city engineer and city solicitor bo instructed to draw up a by-law or by-laws giving the council power to prevent the erection of any .private latrine on any site where Lie council deem its presence would ho objectionable, also giving the council power to prevent the erection or use of any building in future for factory or other purpose, where they considered that the smell emitted would be objectionable, also giving the council power to prevent the erection of any building that they consider would bo unsightly, undesirable or depreciating to any locality.” The resolution was carried without discussion.
