TO RELIEVE THE CONGESTION AT SYDNEY. By Telegraph—Frees Association—Copyright. SYDNEY, May 24. The Royal Commission on Decentralisation has presented its report. It recommends that Port Stephens and Jervis Bay be opened up for oversea shipping. In order to make these ports effective ns a decentralisation factor, it is suggested that there should bo carried out extensive cross-country railways connecting these places. The Commission also recommends the linking-up of the New South Vales and Victorian railway systems at Tocamwal, and at Mulwala in the Riveriua. This would probably divert the grain and wool traffic to Melbourne. The connection of Broken Hill and Condobolin by railway is also recommended.
