RUSSIA EMBARKS ON BIG NAVY PROGRAMME. - By Tei sgraph—Press Association—Copyright ST. PETERSBURG, May 21. The Duma voted £30,000,000 for an immediate programme of shipbuilding. Tho programme provides for four Dreadnoughts and six .submarines for the Black Sea fleet, and four Dreadnoughts for the Baltic, jn addition to Eour to be launched in July next.
