FRENCH CHAMPAGNE AREA
DISAPPOINTMENT IN EXCLUDED DISTRICT.

The non-inclusion of the Department of Aube in the delimited champagne urea has led to the resignation of numerous municipalities. The red flag has been hoisted in the majority of the villages.
Owing to complaints of competition from other wine-growing districts, the Government has framed regulations covering a certain delimited area. “Vouchers of origin" are to be issued to the growers and manufacturers in respect .of all wine grown in the Champagne district, and in future the name “champagne 1 ' is to be used to denote solely sparkling wines grown and manufactured in that region. The expenses of State supervision of tho industry are to be met by a tax of 5 centimes a bottle, and fines are provided for infringements of the regulations. REFUSAL TO PAY TAXES. ANGRY CITIZENS.BURN PREMIER IN EFFIGY. (Received March 20, 10.30 p.m.) PARIS, March 20. Revolutionary meetings have been held in Aube. A crowd of 10,000 persons, armed with hoes, and carrying grape baskets in which were boxes of assessment papers, paraded the town of Troyes, and afterwards burned the papers in tho market-place. Resolutions were adopted to (he effect that the people declined to pay taxes. The mob effaced the motto “ Libcrte, Egalite, Fraternite ” with red paint from tho public buildings, ■ and- the Premier, M. Monis, was burned in.effigy. The municipal councils in forty towns have resigned.
