President Diaz has appointed a Peace Commission to approach tho rebels at San Isidro. The. commissioners have been dispatched by a special train bearing a white flag. By making secret advances to El Pass the insurgents are endeavouring to attack Chihuahua. American, women and children have been ordered out of vth'o lumber towns along the Mexican North-Western Railway, rebel attacks being feared.
