WHY RADICALS SHOULD WELCOME THE PROPOSALS. ■LONDON, December 2. Mr Balfour, Unionist leader, speaking ot the railway-sheds at Beading,. said the only explanation of the incoherent fury with which the referendum proposal was received was that unuev it a majority of the people would be found to favour tariff reform. Ho reminded the critics that the referendum was part of the free and representative institutions given, to the great Australian Commonwealth. Since the referendum was actually in operation in one of the sister States of the Empire he could not conceive why it was regarded as such strange, alien machinery. The referendum had not ruined Australia. Moreover, the .trade unions use the referendum daily, and it does not 'ruin them. Every Eadical should welcome it as fulfilling his dearest aspiration, namely, consulting the people. Mr Balfour said ho was painfully disappointed that his counter challenge regarding Home Bulo had been treated with silent contempt.
