Tho most potent force is labour, winch is dictating to Government and employStrikes arc of daily occurrence, and the Government is powerless to intervene. Recruiting of Angola natives for the cocoa plantations of tho island of St. Thomas will henceforth be entrusted to the Government Administration, instead of to private agents, as Heretofore.
