A United States naval officer on the Nicaraguan, coast lias been instructed to . protect American vessels 1 from the Nicaraguan Government’s attempts to search them, and to land forces if necessary to protect American . property. It is stated that a departmental official remarked that; "Gilmer can fire first and explain afterwards.”
