A REPLY TO THE MINISTER.* PMSS ASSOCIATION. FEILDING, April 23. The ehanmian of the Waaganui Education Boaxd, replying to the Minister's telegraphed statement, points out that the increase in tho elementary education vote totals only a few pounds more than the statutory increase to teachers, and, therefore, school Coniimittees and boards are being mulcted in deductions to provide for salaries. In regard to the credit balance the boards were supposed to have had in the general account at the end of 1908, as a maibter of fact there was a debit balance of over £IO,OOO, through the Government owing the boards £39,000. He emphatically denies the Minister's statement that tine boards have stinted the oonrmittees owing to the special grant of Od. The trouble seems to be that other branches of education are becoming so expensive that the i primary branch is to suffer.
