The new peace and war establishments and instructions for the reorganisation of tho Defence Forces generally will not be issued until after Field-Marshal Lord Kitchener's inspection of the forces. For the training year 1310-11, the training for the territorial foroo shall be as prescribed in general regulations, 1906, with the exception that corps not therein required to train in camp shill bo required so bo train for a period of seven dayß. During annual training in ,camp all ranks will be rationed. Forage will also be granted. Capitation allowance for the territorial forces . for the coming year will be as under:—Mounted Riflee, £i; Field Artillery and Field Engineers, £3 lfis; other branches, jSL For each day spent in camp all ranks will bo granted the following personal allowances: —Lieutenant-Colonels, 1 5s; Majors, 1&»: Captains, 10s; Lieutenants and 2nd Lieu tenants, 8s; Sergeantmajors and Staff-Sergeants, ss; Sergeaiita, 4s; Corporals, 3s 6d; other ranks, A horse allowance of lfo per annum will be paid to each efficient officer, N.C. officer, and. man of tho mounted xiflea, provided bis horse and saddlery ie certified by his commanding officer as suitable. Their recommendations will be forwarded on tho usual form. (V. i) to the Council of Defence for submission to the Minister. All promotions will be made on tho recommendation of a board composed of tho Inspector-General of the Forces, officer commanding the district, and officer commanding the corps in which the vacancy occurs. When rocommending a promotion by which any officer will be superseded, the board will state in writing tho circumstances which have, led to such recommendation. Recommendations for promotion, will be forwarded on the usual form (V. 4) to the Council of Defence, for submission to tho Minister, signed by the officer commanding district and the officer commanding corps, pending the return of the Inspector-General of the Forces. On and after March Ist, 1910, all correspondence hitherto addressed to the Secretary, Council of Defence, must be addressed to the Chief of tho General Staff; in other respects correspondence will be carried out and dealt with as heretofore.
