LOWER HUTT BOEOUGH -vCOUNCIL. The Lower Hutt Borough Council met on Monday evening. Present: The Mayor (Mr E. P. Bunny), and Councillors Baldwin, Anson, Hayes, Kempthorne, Macaskill, Barlow. ■ Eastbourne ' Borough. Council notmed that Councillor Baldwin had been elected unopposed to represent the combined Lower Hutt and Eastbourne borough on the new Hospital-and Charitable Aid Board. \ -■ , ■ The Minister for Internal Affairs forwarded/an 'amendingOrder-in-Council, excluding from the borough of Petone Gear Island>. which • had been included in that borough by a previous proclamation. The Hutt Eiver Board wrote with reference to maintenance required fo the southern access of the Connoti's river beach.—The, matte-r. to be attended to. The Hutt Eiver Board permission to put a culvert through the stop bank in connection with the Everest's Creek diversion. The Commissioner of Crown Lands granted permission for the culvert to be carried across the Wilford settlement. ? ■ Eight residents petitioned that the hollow in White's. Line East should befilled in, and the road straightened.—The engineer reported - that the cost roughly would be between .£SO and £6O. After : hearing a deputation, instructions were given to the- engineer to furnish a do s tailed estimate "of the proposed work. The AVellington. City Council forwarded a copy of' the city engineer's report, showing the expenditure on the Sutt road for the current year to 22nd.■" February, and estimating the expenditure to March 31st" at .£BOO. ■'■;>"■ The Post and Telegraph Department agreed to remove the cables from the Hutt bridge within one month, should the council at any time' find it necessary to have them-removed. Intimation was received from Petone Borough Council that th& Mayoi and Councillors Young and Trueiaaai had been appointed that council's delegates on the joint amalgamation committee. The Municipal Association notified that the biennial conference of the association would be held' in July next, and asking for remits and the names of the council's delegates.—Consideration : deferred.' • ; Mr.M. E. Denniston'asked on what terms the council would be prepared to supply premises in Hutt County 206 yards from the borough boundary with gas and water.—To bo advised to refer the matter to the' Hutt County Council. With regard to'the draft agreement in connection with the Taita Cemetery trustees, it was decided, on the motion of the Mayor, "That this council does nor agree to the proposal of the Petone Borough Council that. any contributing body should have the power to withdraw under the agreement." Accounts smounting to £1987: Is 5d were passed .for payment. The- engineer reported that th« laying of the sewers on the Western Hutt Toad was completed, also the laying of the main in JPharazyn street on Fitzherbert street. Five connections-had been made with the water mains during the past fortnight, making a total of 528 to date. A QUESTION OF PAYMENT. It'was mentioned in the minutes at the Lower Hutt Council cm Monday evening that the council at its last meeting had considered, in committee, an account from Mr G. Laing-Meason, consulting engineer, in regard to his services to the council. The account was as follows : Be £52,000 loan, .£52 10s; plane for eastern drainage, £lO7 17b; re Everest's creek, JE2I; total, £lßl 7e. On Councillor Baldwin's motion it was decided, "That the account be referred back to Mr Meason, and that his attention be drawn to the items charged in connection with the loan inquiry and the Everest's creek levels, and that it be suggested that probably these rtems have been included in error, as they are works required to be carried out under the agreement of March 9th, 1906." The item of £lO7 17s for plans and specifications iin connection with the eastern drainage scheme was passed for payment. A letter was received from Mr Meason last evening regarding the amounts of £52 10s and £2l stating that they had not been included in error as the council was inclined to think. The work entailed was not in any way part of the work required to be carried out by his late firm under the agreement of February 9th, 1906. He entered into a detailed explanation, and said that the charges had been greatly reduced owing to the Mayor having informed him of the borough's bad financial position. Consideration of the letter was deferred until a fuller meeting of the Council. , PETONE BOROUGH COUNCIL. The Petone Council met on Monday. The Mayor (Mr J. W. MoEwan). and Councillors Southjrate, Piper, Young, True-man, List, Short, Harding, and Jones were present. A motion of condolence with the relatives of the late Mr S. E. Johnson (an ex-Mayor) was carried. The council decided not to avail itself of the privilege of having double representation on the Petone Technical School Board for the current year. The situation had been created, the clerk pointed out, by the circumstance of two annual ' subsidiea having been paid in one year. .

The Secretary for Internal Affairs notified tnat an order-m-council had been. issued amending the previous ordor whereunder portion of Gear Island had been included in the borough, under a misapprehension. The Mayor said .that ho had urged that the former proclamation be not interfered with until the expiration of-the period wnioK-wasto elapse . before Commissioner Short's recommendations, were to bo given effect to. He-had pointed out that the, area had been pledged as part security for loans recently authorised. He, believed rates otn the property had actually been collected. The. position created- a knotty point. If it became necessary to levy the rates . under the recent .-'loans, the area would apparently have to provide its share. '. '

An application for permission to erect a semi-detached cottage on a section m Petone avenue, having a.,44ft 6in frontage, . was refused. Reporting- on the eastern surface drainage scheme (how sufficiently ad vanned for the laying on of connections), the engineer, referring to the proposal to convert the system into a combined sewerage and storm water one, said that it was a question whether it would not be more econ-omical-to owners to have their services laid in 1 the first instance so that sewage might be discharged into the drains without having either to alter or relay. The alternative would be to put down separate connecting drains. , In the latter case some alterations would have to be made. The engineer was instructed to bring down.ah estimate of the cost of installing a complete combined, service, in eluding the erection of a septic tank. The engineer reported that ten-build-ing permits had been issued during February. The estimated value of the buildings was £2227. For the eleven months ended February 28th the value of buildings for which permits had been granted was £17,706.
