Sofia telegrams state that King Ferdinand of Bulgaria (who has just returned from a visit to St. Petersburg, during which, it is stated, an agreement was reached for the preservation of peace in the Balkans and the maintenance of concord among the Balkan nations) and King Peter of Servia will shortly proceed to Constantinople. This is regarded as the outcome of Russia's efforts to secure a rapprochement between Bulgaria, Servia, and Turkey, with a view to their ultimate federation.
