OPINIONS UPON PROPOSED MUNICIPAL SCHEME. WHAT AUSTRALIA, WANTS. By Telegraph—Press Association—Copyright LONDON, February 6. Lord Strathoona, High Commissioner of Canada, disapproves Sir Reginald Enoch’s scheme for the settlement of British emigrants upon blocks of land to be acquired in the colonies by municipal bodies. Captain Collins, representing the Government of Australia, said' the Commonwealth did not' want colonies of unemployed from the cities. He urged the adoption of a similar system to that of the Rev. B. L. Gwynne, who is preparing youths to send to the Dreadnought training farms established by the Load Mayor of Sydney. The Hon. W. Hall-Jonea, High Commissioner for New Zealand; favoured individual rather than oorporation settlement.
