In a Message to Congress President Taft advocates the conservation of the natural resources of tho country, and asks for the withdrawal of public lands from private settlement iVhen they contain forests, coal, minerals, and phosphates, or border on water. The President suggests that the Government retain tho title to coal and mineral deposits lying under agricultural land. Tho public domain now consists of 1,090,000,000 acres, including the Alaskan lands, and in Message an appeal is made for 30,000,000 dollars for completing irrigation projects already begun. It is suggested that tho money he raisablo by tho Issue of bonds with a currency of ten years, secured upon the reclamation fund, and that 60,000,000 be spent in 'deepening the inland waterways.
