MANCHURIAN RAILWAYS

In connection with the outcry in Russia against the suggested neutralisation of the Manchurian railways, it is officially stated that Groat Britain has not assented to any such, proposal. Sir Edward Grey, Secretary of Stato for Foreign Affairs, has merely declared that Russia and Japan, as the Powers chiefly interested, ought to bo consulted first.
Japan also resents the scheme, arguing tliat Japan ought not , to ba •molested in Manchuria any more than Germany in Shantung, whero the latter lias extensive railway and mining privileges.
