FULL CABINET RANK

El OX. T. MACKENZIE'S APPOINTMENT. NO CHANGE IN PORTFOLIOS. The Hon. T. Mackenzie (Minister of Agriculture, and Minister in charge of Tourist and Health Resorts, Commerce, and Scenery Preservation), who has been acting without pay, was elevated to full Cabinet rank yesterday. His salary is £IOOO per anraun. No change in the allocation of portfolios is involved by the Prime Minister's decision, and there is no increase in expenditure upon Ministerial salaries, as the administration has been short of one full-salaried Minister since Mr A. "VV. Hogg's resignation on. Jane 18th last.

'Hie Hon. T. Mackenzie entered Parliament in 1887 as the representative of Clutha. He represented New Zealand at the Centennial celebrations in New South. "Wales in 1883, and in 1889 went to Great Britain as New Zealand Trade Commissioner. For three years subse. quently he represented various New Zealand exporters in London, thus gaining a valuable insight into the methods ot dealing with colonial produce. Twice he has served on Iloyal Commissions—in 180-4 upon the Tariff Commission, and in 1901 on the Education Commission. Local affairs have received a considerable amount of attention from him, and his early explorations in the Milford Sounds, To Anau, Manapouri, and West Coast districts wore of considerable interest and value. Per his contributions to the knowledge of these then olmost inaccessible areas ho was made a Fellow of the Eoyal Geographical Society in 1898. He joined the Ward Ministry just about twelve months ago with the Hon. R. McKenzie, Hon, X>. Buddo, Hon, A, T. Ngata, and Mr A. W. Hogg. At that time he was given control of the Industries and Commerce and Tourist Departments, and Scenery Preservation, his appointment os Minister of Agriculture being announced in May.
