Comment is made by the inspectors on tho consumption of alcohol in the provinces. One sick ward cost £2 13s yearly per head. Tho inspectors agree that the Unemployed Act has produced a bad effect, in the shape of a growing dependence on tho public funds instead of a willingness to make individual efforts.
