Reuter’s agent at Takio states that Count Kutsura, the now Premier, addressing the Bankers’ Club, outlined the Japanese Government’s policy as one of rigid economy. This policy, he declared, was now fixed, and would place the world’s hopes of peace on a surer foundation.
