Commenting upon a cablegram published in “ Tho Times ” stating that at tho last conference of State Fromiers it was decided to hamper and resist tho Federal Government’s ciforts for tho encouragement of immigration, the “Westminster Gazette” says: “ Tho success of a ‘ white ’ policy depends upon whether sufficient numbers are' attracted to justify the exclusion of non-whites.”
