At the Trade Union Congress at Nottingham a proposal, moved by Mr Ben Tillett, in fayour of arbitration and conciliation, both voluntary and compulsory, in trade disputes, waa rejected. The voting (representing members of unions) was as follows: — Against arbitration 1,099,000 In favour 645,000 Majority against 454,000
