LONDON, April 13.
The "Daily Mail" states that Mr McKenna's promotion to the position of First Lord of the Admiralty has aroused a storm of criticism, eyon m Liberal circles. Ho is supposed to be a "little navy'' man. Tho "Mail" thinks the Earl of Crowe is likely to act with tire colonies fairly, on safe, oaufious lines.
Tho " Standard" rejoices at Mr Churchill's removal from tho Colonial Office, since, it says, he tried to irritate tho statesmen of every self-govern-ing colony except two, which lately fought against their Sovereign.

WELL-KNOWN WRITER ENTERS THE LISTS.

Mr A. G. Hales, the well-known novelist and war correspondent, proposes to contest the North-west Manchester seat, although Mr W. JoynsonHioks will again oppose Mr Winston Churchill on behalf of the Unionists.
Mr Hales will stand as a labour, tariff, and army reformer. Mr Hales was born, in Australia in 18C0, but has lived for yoars in England. He represented the "Daily News" in South Africa during the Boor war. in Macedonia, and during the Russo-Japan-ese war. He has travelled much, and lectured through England, America, South Africa, and Australasia. Mr Joynson-Hicks opposed Mr Churchill at the general election in 190fi, and was defeated by 5G39 votes to 4398. THE FINANCIAL STATEMENT. LONDON, April 13. Mr Asquith will introduce the Budget.
