Colonel Sir Charles Edward Howard Vinsent was a soldier, a barrister, a keep inrcstigator of criminology, and a noted Imperialist. Ho founded the United Empi r£j Trade League. Ho took an active part in forming tho C.LV. and volunteer contingents for the field, and fought in tho late Boer war. Ho had visited practically all tho largo cities in tho Empire, and made various reports on .British commercial interests throughout tho world, lie had represented central Sheffield in the House of Commons, in tho Conservative interest, since 1805.
