James Oalcutt, a builder, and Joseph Cade, coal merchant, were remanded on bail on charges of fraud Upon tin Milo Eind Guardians. ■ - — 1 w Inquiry has been proceeding for some months into the history of Hilo End Guardians’ contracts. J, Oalcutt was contractor for work in tho Infirmary and for many Jobs in the children’s homo. Her is charged with using undue influence lathe election of members of the Board, with doing private work for Guardians at a low rate to receive their support iri the matter of contracts, with Overcharging for work done for the Board, and with doi stroyinu books containing a record of hi* contracts. .. . ... Joseph Cade had practically supplied all the coal to the Guardians for several years, and it is said much of the coal sups plied was not of the quality it purported t«f bo. but waS inferior cool. Thefts and other irregularities are believed to have boon going on for years, the Poor Law authorities thus being cheated to All the pockets of contractors.
