Councillor Ballinger considered that it was not right that outside people should be charged only the same rate os ordinary citizens for their water. Kaiwarra was paying 9d, and that rate was fixed, and the ordinary citizen was only paying 4d. .He,.moved that the rate fw outside bOrcyngha'i be Is. -■ Tlio Mayor stated that the payment was for water delivered to one spot only and not to the people individually. Councillor Ballinger remarked that this was the same as at Kaiwarra. They had a meter which took the wliohi of tho water through, and had to pay 9d. Tho Mayor said that it was only at •one spot. The borough would have to supply its own reticulation and raise it, to a sufficient , height itself. There would; he no expenditure by tJio Council in this respect. That would losve the' Council a very substantial profit towards depreciation, indeed on actual profit. Councillor Imho said he considered it was only a right and proper thing that the City Council should give every facility for tho people in tho city to got away from the close and congested areas. He considered the question a very important one and quoted figures showing that at a 9d rate, a family of five, using 50 gallons per head per day, would cost.about £3.15s par annum, while the money in, rates towards the reticulation and reservoir for staring tho water up to something Idle £5 pea' annum for a small cottage. It was certainly the duty of the Council to meet the people as far as possible, and a charge of 9d was, in his opinion, a flurmud equitable one. : The Mayor said tho original estimate’ of tho engineer of ■ls 6d par 1000 gallons wan upon the assur ption thn/t the Council did the reticulation work and that dependant upon it. Councillor Smith considered that it was a pity the question had over boon raised at all. They should assist the borough in getting tho water as tho price w as a sufficient one, would enable tho City Council to finance the extension of the WK.ir.ui system, and would also bo conferring a distinct benefit upon the people.
