LEGISLATIVE COUNCIL. FRIDAY, SEPTEMBER 27. The Council met at 2.30. BILLS IX COMMITTEE. ANIMALS' PROTECTION BILL. Tho Animals' Protection Bill, introduced by tho J toil. Dr Findlay, was read a .second time. A report of the debate appears elsewhere. METHYLATED SPIRIT. The lion. Dr Findlav moved the second reading of the Methylated Spirits Bill, which has passed in the House of Representatives. ft was mainly intended, ho said, to prevent fraud upon, tho Customs revenue. , . Tho Bill was read a second time. MARINE INSURANCE BILL. In moving the second reading of the Marine Insurance Bill, tho Hon. Dr Findlay explained that it was a codification of the common law in regard to marine insurance. It followed the- lines of the English Act on the subject which was passed last year, only dllfering where it was necessary in order to harmonise with tho New Zealand Stamp Act. 1 , The Bill passed its second reading without discussion. Tho Council adjourned at 4.15. HOUSE OP REPRESENTATIVES. Tho whole of tho afternoon and evening sittings were' occupied with the further consideration of the Land and Income Assessment Act Amendment Bill (reported elsewhere). The House rose at midnight.
