POLITICAL DEADLOCK IN CAPE COLONY. THE COUNCIL BLOCKS SUPPLY. By Telegraph—Press Association—Copyright (Received September 15, 3.20 p.m.) CAPE COLONY, September 14. The Legislative Council—which had blocked Supply by resolving by XI votes to 10 that the chairman leave the chair, tie matter before the Council beihg an Appropriation Bill—has repeated its vote. The Council yesterday agreed, on the casting vote of the chairman, to resume discussion of the AppropriationBill. It was urged that the Council was bound, in tho interests of the* country, to fight the question out. ■ Dr Jameson pointed out that when a similar situation arose in New Zealand the law officers decided against the Upper House. He declared that if the Government resigned now it would establish a precedent stopping all constitutional government. After discussion tho Council resolved—again by IX votes to’ 10—that the chairman leave the chair.
