NEWFOUNDLAND FISHERIES

NEW MODUS VIVENDI. AMERICAN INTEGRITY DOUBTED By Telegraph—Press Association—Copyright LONDON, September 9. The “Morning Post” describes the Newfoundland fisheries vivendi as a shameful betrayal of Imperial interests. “The Times” is somewhat pessimistic regarding the ultimate attitude of the United States Senate oyer the vivendi. “THE COLONY SACRIFICED.” (Received September 10, 10.25 p.m-) ST. JOHNS, September 10. The principal Government organ in Newfoundland says the colony has again been sacrificed and the Government over-ridden. The modus vivendi was entered into regardless of the Government’s protest and advice. The journal adds that the local laws ought to be enforced, and if the vivendi is in conflict with them, the Imperial Government must get out of the difficulty as best it can.

It was, stated in a cable message published yesterday that Great Britain and the United States had arranged pending the result of arbitration on the subject—a modus vivendi for - the conduct of the Newfoundland fisheries, substantially on the lines of an arrangement made in 1906. Under the new vivendi American fishermen may ship Newfoundlanders aa members of their crews outside the three-mile limit, and America in return waives the use of purse-seine nets, and also undertakes that American fishermen will not fish on Sundays.
