A military' balloon with four officers ascandod from Czarskoe Selo, near St. Petersburg, on Friday; Tho balloon has been found m the Baltic Sea, hut tho officers a.ro npissing, and it is feared they are drowned.

PARIS, July 22. The Budget' Commission has voted two hundred thousand pounds for airships of’ the La Patrie type. M. CLEMENGEAU IN THE LA PATRIE. a slight” MISHAP. (Received July 23, 11.21 p.m.) PARIS, July 23. M. Clemenoeau (Premier .of France) and General Picquart , (Minister of War) ascended yesterday in the balloon La Patrie over Paris.
A pipe hurst while the balloon was aloft, slightly scalding M. Clemenoeau. While repairs were being effected, the La Patrie remained stationary.. M. Clemenoeau was impressed with the sense of security and stability. He considers f the machine marvellous.
