Lord Charles Beresford (who, according to a recently cabled report from London, had declined to command the Channel Fleet under the now limited conditions) has reached New York. The '“Herald” states that Lord Berosford refused to command the Channel Fleet unless certain modifications were made. - The Admiralty approved the modifications, and Lord Beresford accepted the command.
