Tho report recommends that permission bo given for tho formation of mutual corporations without capital; opposes any further formation of cooperative or assessment companies; denounces tho past administration of mutual companies; recommends tho limitation of new business by tho larger companies to fifteen million dollars (£3,009,000) yearly, and that officials be forbidden to participate in syndicates; and makes many other recommendations for drastio reforms.
