DR CHAPPLE AT KILBIRNIE.

Dr Chanple addressed tho Newtown electors at Kilhirnie last night, and had a full attendance. Tie pave instances te show tho need of authoritative pamphlet# issued by the Public Health Department on infant feeding and tho care of child, life, physiological subjects for the protection of young men from charlatans and impostors, and temperance lessons ■ for our schools. He explained in full, his taxation reform proposal, and urged that no real relief could come to tho worker until the taxes were taken off food and put ou largo landed estates ns a graduated land tax. This would giv® cheaper hind to the land-seeker, and promote cultivation and the production of more abundant food products of the soil., and time still further cheapen food. Ho pointed out that each doctorate was entitled to at least one-eightieth of thffl public works expenditure available out, of revenue, ahd loan money, and that it was tho dutv of a representative to son that his constituency was not overlooked. Ho did not believe, in this systembo preferred an extension of local governmont with borrowing powers from the general Government, but while tho system existed an electorate hud no alternative. Ho advocated the establishment of public baths on tho Kilbirnio fereshore, and predicted that hundreds would thus ho attractod for summer residence.
