TRAMS FOR MIRAMAR.

COMMUNICATION WITH THE CITY IN VIEW. At the conclusion of the meeting of tho Miramar Borough Council on Wednesday evening, tho Council went into committee to discuss tho proposed scheme of electric tramways which is to extend from tho terminus of the city’s cystcm at Kilbirnie South to Miramar North and Scatoun. After some discussion, the following motion was moved by the Mayor, and seconded by Councillor T. Warded; — “That tho Council of tho Miramar borough now hereby finally approves of and adopts tho proposal from time to time before it for the construction of electric tramways connecting Scatoun and Miramar North with the terminus of tho Wellington City Tramways at Kilbirnio South, and now hereby authorises and directs that duo effect be given hereto for the carrying out of tho undertaking, and the said Council also now hereby determines that the routes of such tramways shall bo as follows: “(a) Kilbirnie to Scatoun route— Starting from the said terminus thence tflong Courts street to tho Brick Company’s works, thence south-easterly therefrom to and easterly along tho southern boundary of the property of tho Watts Peninsula Land Company, Ltd., through tho property of Mr H. D. Crawford intended to bo laid off as a road, thence in an easterly direction in a direct lino partly through the property of Messrs A. and C. Crawford intended to bo laid off as roads and partly along tho Scatoun road, and thonco by a tunnel under Beacon Hill to tho junction of Church street and pandas street, Scatoun. “(h) Miramar North route—Starting from a point on the “a’’ route, at tho intersection thereof by the main south drain there, thonco in a northerly direction along such drain, through the property of Messrs A. and C. Crawford intended to bo laid off as a road, thence in a like direction crossing the Old Farm road, along Alexandra street, crossing Miramar avenue and along Park road, thonco easterly by Rima street to Matai road, and thence northerly along the Matai road to its intersection by tho proposed Karaka road.” An advertisement in another part of this issue gives the statutory notice of tho intention of the Council to- ask for a special loan of £21,500 for the-con-struction of tho tramway. This loan, if sanctioned, is to bo floated locally or otherwise by tho issue of debentures, under tho provisions of tho Municipal Corporations Act, 1900, tho Local Bodies’ Loans Act, 1901, tho Tramways Act, 1894, and tho several acts amending the same. The estimated cost of construction, cost of raising loan, and first year’s interest is estimated to amount to £38,000 and tho estimated contributions from land-owners (less legal and other costs and cxnenses) will total £15,000. These contributions aroma Ac up as follows: —A. and O. Crawford, £8000: Miramar -Ltd., £5000; Evans Bay Land Company, £1500: Watts Peninsula Land Company, £IOOO. In addition, Mr 11. D. Crawford is contributing four acres of land in the borough (close to the city boundary), and the Watts Peninsula Company is giving £250 towards the cost of tho construction of a road along its boundary within tho citv. Each party has entered into a bond to pay its contribution on tho signing of the contract. Tho Council proposes to make and pledge an annual recurring special rate of Id in the £1 on the capital value of all ratable property within the borough as security for the loan and tho interest and sinking fund in connection therewith. It is proposed that tho whole- of tho loan shall be repayable at tho expiration of a term of twentv-slx years from tile Ist December, 1905. It is proposed to pay out of the loan the cost of raising the loan and the interest thereon, for the first year.
