Tho Americans there sent a steamer to convey fifty men to vessels outside the three-mile limit. The colonial cruiser Fiona compelled tho steamer to return, and threatened to seize it as being without a clearance, which, tho Customs refuse to grant except for a genuine voyage- The Americans declare that they will appeal to Washington to send a warship.
