NEW GUINEA.
MELBOURNE, November 1. Tho Secretary of the Department of External Affaire, as a result of a visit to New Guinea-, recommends an additional subsidy of £SOOO a year, in view of tho policing of extensive areas outside Government influence, and for development purposes a capital fund of £300,000 is recommended, to bo advanced at the rate of £15,000 annually. He also suggests that some preference should bo given to Now Guinea products, that the land laws bo amonued, and the mining industry developed. With the development of the agricultural industry New Guinea will, he says, become a valuable possession.
