NAVAL OFFICERS AT THE PALACE. n TOKIO, October 27. Tho Tokio' municipality did not invite tho members of tho Ministry to the reception held in honour of Admiral Togo, owing to the terms of tho Peace Treaty. Tho Mikado invited four thousand naval officers to functions held at the palace—an unprecedented proceeding. At a garden party tendered at Nagasaki to Russian officers who are returning to Europe, tho healths of the Czar and of the Mikado wore enthusiastically toasted. A largo Japanese conversion of external and internal loans will bo launched at the earliest opportunity.
