In consequence of a recent accident in Alelboorno he points out that the mixing of ingredients to produce a pyrotechnic effect constitutes manufacture under the Explosives Act, and is prohibited except under a licence, which sets forth the conditions under which such mixture can he used. Some of tho formulae used are comparatively harmless, while others are positively dangerous, and would be absolutely prohibited if applied to the manufacture of fireworks. The importation of flashlight mixtures ready for use is also prohibited under the act, except by license. It is pointed out that a neglect of tho provisions of the act renders a persons not only liable to prosecution, but, in case of loss of life or injury, to criminal proceedings.
