LOCAL AND GENERAL.

Tho Premier announced last night that ho had every reason to hopo that the session would be brought to a close by midnight to-night. The Premier has made arrangements to deliver a political address at the Opera House on Friday evening nept, when, it is understood, ho will revie;v the work of the session, deal with the political tactics of his opponents, and propound the future policy of tho Government. Other Ministers are expected to take part in the proceedings. Our women readers and all those interested in tho doings of society in Wellington will find the first of “ Silver Domino’s ” weekly letters, specially written for the “ Times,” on page 9 of this morning’s issue. Mr Charles Onyon, the Wellington agent, Ims received the following communication from London :—Tho Auckland Veneer and Timber Company has been awarded a gold modal by tho Indian and Colonial Exhibition authorities for ornamental cabinet, tables, door, and veneered panels.

A start has been made on the Dannovirko sewerage works, designed by Mr Leslie H. Reynolds, which are being carried out by him under contract with the Dannovirke Borough Council. The septic, tank in conjunction vrith land irrigation is the method adopted for disposal of the sewage. In all probability, seven months will see the completion of this 'undertaking.

By the kindness of Mr Reade, of 42, Cuba street, the inmates of the Salvation Army’s .Homo for Girls, Ellice street, are at present enjoying a holiday at Plimmorton. Mr Reade placed at the disposal of Adjutant Elsie Roi, who is in charge of the Home, his furnished residence at the seaside resort, and twenty-eight girls have gone 'there to enjoy themselves. We cannot refrain from congratulating Mr Seddon on his new essay in Imperial Socialism (says the "Outlook”). Wo understand that he has given instructions to the High Commissioner to cable to his Government regular accounts of the doings of the New Zealand football team which begins an English tour nest week. Football has indeed “ arrived.” Mr Balfour once left an important debate to ijpeak to a gathering of 'Cyclists. Both he and Lord Rosebery have given away the football enp at the Crystal Palace, but it was reserved for Mr Seddon to find an official link between the game and the Government. Who knows if we have not here the germ of a Government central news agency? That, too, would serve Imperial purposes; and it is the Imperial value of football which is Mr Soddon’s motive in this new extension of Socialism. We do not criticise. Games oortainly help acquaintance between the far-»3ung members of the Empire. The question is, are we not in danger of saying so rather too often ? We like Mr Seddon’s experiment better than his speech which excused it.

Questioned in the House last night regarding the an Executive Commissioner for the New Zealand International Exhibition to ho held in Christchurch in November of next year, the Colonial Secretary said at present Mr Munro (of the Industries and Commerce Department) was acting in that capacity, but it would be for the Government later on to appoint a Chief Executive Commissioner. The reason Mr Donne (Superintendent of Tourists Resorts) had not been appointed to that position was that Mr Donne was not in the colony when the Exhibition project was mooted. He was advised before returning to the colony that the Government desired him to take charge. On his return, however, Mr Donne urged that he should not be sent to Christchurch for this purpose, as he had been away from his department for fifteen months, but he offered to go to Christchurch from time to time, and give the authorities tho information gathered by him during his visit to the St. Louis Exposition and elsewhere-

Some big; bonuses wore paid for bcrUis to the lucky holders by wealthy Americans wishing to return at once, as high as 500 dollars being given in some instances.

Sub-Inspector O’Donovans explained that everything had been done for tho old man. Ho had at varic ous times boon an inmate of tho Ohinf Home, tho Chronic Invalids’ Hospital, Mother Mary Joseph Aubert’s Homo,, and other institutions, but ho alwayf wanted his own way, and wandered from those places. Tire Benevolent Trustees had recently offered to pay fop. a room for him. and to supply rations* Nobody would have him, however, and tho polioo were obliged to arrest him. A demonstration of the efficacy of tho “New Era” petrol fire extinguisher was given on tho reclaimed land at the foot of Taranaki street yesterday after,, noon before a gathering of msuranca representatives and the general public. A wooden structure festooned with shavings was well soused with petrol, and: ■when ablaze the extinguisher was applied, and in about sixty seconds th» flames were subdued. A second lest, when tho fire was permitted to got » firm grip of the woodwork, "was equally effective. Tho “New Era” _is merely a copper cylinder with a spring knob on tho top, and a short piece of hose fitted with a nozzle leading from the cylinder. When required to extinguish an incipient fire the cylinder is turned, upside down, the pressure on tho spring releases tho chemical preparation, which dissolves as the water pusses out through tho hose, after tho manner of other extinguishers. Tho specialty of tho “New Era” lies in its power to subdue a petrol fire, and it has been found of great service in saving motor-cars from destruction by fire.

The defence of Edward Fenton Gibson, chief officer of the ship Loch Carve, charged with discharging firearms at James Stafford and others with intent to do actual bodily'harm, was; heard at the City Police Court yesterday afternoon, before Hr A. McArthur, This was the ease arising out of thd recent brawl aboard the vessel, when the first and second mates wore severely handled. The only now evidence brought forward was that of George Smith, night-watchman, employed by; the Union 'Steam Ship Company. Ho deposed to being in the vicinity of the vessel on the night in question. Hfii saw tho flash of the revolver shots, ana from tho direction of the flame, concluded tho shots were fired at some person on the maintop. In summing up, Mr Levi, for the defence, said his Worship would he justified in discharging accused. Dr McArthur said ho could not overlook the fact that a "witness had sworn, and his evidence had been corroborated, that accused said he would put a bullet through him (tho witness).' There was strong conflicting evidence in the case, and ho did not. think it wise for him to usurp tho funotions of a jury, and throw out the information. remafidod to the Supremo Court-dor trial.
