EASTBOURNE ROAD DISTRICT BILL.
(To the Editor “N.Z. Times.”) Sir, speech in the House of Representatives in favour of the constitution of the proposed district. Mr Wilford has apparently stated or inferred that the Hutt County Council has very limited borrowing power, and lias used tho proposed area as a "milch cow.” In order to correct any misconception which might result from Air Wilford's speech, it is proposed to point out that tho present administrative local authority, via., tho Hutt County ’ Council, has all necessary borrowing powers, and if the ratepayers so desire, there is no reason why a special Joan should not be raised to carry out what they consider to be necessary works, and which cannot be provided for out of ordinary revenue, in 11 1 0 matter of borrowing, therefore, they have nothing to gain by becoming a road district. Jn reference to tho ‘‘milch cow” expression, it is assumed that Mr Wilford means that the County Council lias been rating the Wainui-o-rnata riding to the detriment of its ratepayers, and for the benefit of the ratepayers in other parts of the county; but considering the said riding has each year had for local requirements from Ml to :J<l out of a total of live farthings in the Cl, and has been on the samefooting as other portions of the outlying district, it is hard to understand how the term “milch cow” is justified. It is thought that the proposed alteration of the Jaw is not in the right direction, and would ultimately, seriously affect county government throughout Now Zealand, and it is, therefore, hoped you will uso your influence against the proposed change.—l am, etc., 1C 130 OLD, Chairman Hutt County Council. ’Wellington, 14th August,
