A SECRET REPORT.
THE LATE GENERAL BOBRIKOEF'S VIEWS. (Received August 14, 10.21 p.m.) ST. PETE!; SHE no. August 14. Bart translations arc now being circulated in Finland of a secret report made to the Czar by General JlobriIroff, Governor-Goncrnl of E'inland twho was assassinated in Juno, 1901), giving an account of his stewardship up to 1902. The report foreshadowed the possibility of a large concentration of troops in Finland, and proposed the building of a second railway from St. Petersburg to Helsingfors. This is interpreted as being ultimately aimed at Scandinavia.
