AI. do Witte has transmitted the conditions in cypher to St. Petersburg, adding his own comments on tho terms, and Jiis views cononniing tho best course of action to take.
CESSION OF SAGHALIEN AND RE I AI BUR S liM EN T.
(Received August 12, 0.-,4 a.m.) WASHINGTON, Avgust 11. The main features of the Japanese terms are the cession of Saghalien and the reimbursement of tlio expenses of the war. No sum is named, and tho word ‘‘ reimbursement” is used throughout instead of “ indemnity.”

A report has been received from General Lineviteh regarding the outflanking of a Russian force near Taolu, tho force being compelled to retreat towards Hung. Tills, coupled with the fact that tho Japanese wore reconnoitring at Matouling, near Omopanshan, between Hailungchcng and Kirin, with skirmishing at ATilang, near Maton Pass, is interpreted as marking a distinct advanoo of General Knroki’s army against the most southerly portion of tho .Russian line. The ultimate intention is to concentrate eastwards of Itung, and turn tho Russian position. A MISSION TO THE NORTH. LONDON, August 10. Admiral Kataoko lias been despatched with a squadron to Kainschatka (a peninsula north-east of Saghalien Island, separating the Sea of Okhotsk from tho Behring Seal. OIimSER RAISED. LONDON. August 10. The Japanese have refloated the Russian cruiser Varyag, which was sunk during a fight in Chemnljfho harbour (Korea) on the second day of tho war (February oth, 1904).
