French newspapers, commenting on the German Emperor’s attitude regarding Morocco, declare that the Kaiser is angry because he is unable to keep Britain and Franco apart, and is m a state of querulous antagonism. Tlie journals add that, although there is no present Anglo-French alliance, it is easy of realisation. LONDON, April 5. The Berlin correspondent of the “Standard’ says Germany is seeking to draw M. Delcasse, th eFrench Minister of Foreign Affairs, into negotiations with her, or, as an alternative, to negotiate with Morocco direct. INTERNATIONAL CONFERENCE SUGGESTED. (Received April 7, 0.20 a.m.) LONDON, April 6. The German press recommends that an International Conference, similar to that held at Madrid in 1880, should settle the Moroccan question. The “ Norddoutech© Zeitung ” declares that the claim of France to act as a European mandatory is inadmissible, as Germany did not give a mandate.
