The Moscow zemstvos, in adjourning, passed a resolution declaring that the Czar’s decree to the Ruling Senate does not respond to the nation’s true aspirations at the present time. A similar resolution was passed by the Tchernigoff zemstvos. Both resolutions have produced a profound and disquieting impression at St. Petersburg, whore there is intense excitement. THE OZAR REVIEWS HIS TROOPS. A POST OFFICE EXPLODED. (Received December 30, 10.30 p.m.) ST. PETERSBURG, December 30. The Czar has started for Minsk, Odessa and Kharkoff to inspect departing troops. Heavy insurances on the Czar's life were effected with Lloyd’s this week. “STOP THE WAR.” M DE PLEHVE’S ASSASSIN HONOURED. ST. PETERSBURG, December 29. A large meeting of workers at St. Petersburg insisted on the necessity of stopping the war, and protested against the Czar referring to the zemstvos’ action as “insolent and tactless.” All stood silently in honour of the memory of Sasarioff, the murderer of M. de Plehve, late Minister of the Interior.
