DOGGER BANK COMMISSION.
ADMIRAL KAZNAKOFP ILL. (Received December 30, 11.55 p.m.) LONDON’, December 30. Admiral Kaznakotf, Russia’s representative on the Dogger Bank Commission, is. returning to St. Petersburg, owing to ill-health. Vice-Admiral Dubassoff is to bo appointed if Admiral Kaznakoff is unable to resume. The St. Petersburg correspondent of the /'Daily Telegraph” says the appointment of Admiral Kaznakoff to represent Russia on the International Commission was welcomed as an indication that the search into the facts of the case would be thoroughly carried out. Admiral Kaznakoff won golden opinions from the members of the Convention of Washington in 1888, which formulated the rules of the road at sea, at which Convention ha was Russia’s representative.
