PETERSBURtt, July 4, The newspaper “ Svjct ” announces that it lias received a communication from a Japanese newspaper stating that, Britain and Japan have presented an official Note to the Chinese Government declaring that China must demand the immediate evacuation of Manchuria by Russia, Also that any Russo-Chineso treaty with regard to the civil administration of Manchuria must bo subject to the approval of Britain and Japan, and that these Powers must previously bo advised of such treaty. A reply is demanded within five days. Prince Chiug, Imperial Viceroy, it is asserted, lias counselled! Hho BowagcrEmpress to accept the terms. The United States Government, it is added, will support Britain and Japan in their demands. The “Svjct” says that this Note of the two Powers places Russia under the necessity of preparing for eventualities. Tho newspaper adds; “It is not by such manner or means that Russia will bo constrained to Manchuria.” THE TIENTSIN RAILWAY. PEKIN, July 3. The final award of M. do Thing, tho arbitrator in the Tientsin railway siding dispute, shows that the railway acquired tho laud in dispute prior to tho troubles of 1900.
