BRITAIN AND RUSSIA.
RIVALRY IN REGARD TO PERSIA. LONDON, February 3. The “Standard,” commenting on tho new Russo-Pcrsian commercial agreement, says:—“Britain may claim any commercial advantages secured to Russia. Wo are at least as strong in the Persian Gulf as Russia in tho TransCaspian, while the Qnctta-Niishki railway is no menace, as it indicates appreciaton of the need of preventing tho absorption of Southern Persia by another Power.” Tho paper adds that tho security of India demands'vigilance in Baluchistan.
