CITY COUNCIL.

The City Council met last evening. Tin re were present: —The Mayor (Mr J. U. W. AiUieu), Councillors Barber, Luke, .Smith, Devine, Murdoch, B inder, Evans, Izard, McLaren, Toihurst ami Nathan. Oil tho recommendation of tho l‘Tn.mce Commiueo the following accounts worn passed for payment:—Tramways, .617(53 lbs od ; electric tramways, £.199 lls sd; Town Hall contract, XT 172 ; wages, £2OO 8s 10d; salaries, Jj(jljij Rjs ■kf; general accounts, £1507 10s 2d; imprest fur v ages, £1100; interest, £1397 Is 5d ; electrical engineer, £250; total, £8383 is 7d. On the recommendation cf the Bulbs and City Reserves Committee, accounts amounting to £l9l ils Kid were passed for payment, aud on the recommendation of the Libraries and Technical Education Committee accounts amounting to £146 18s 2d were passed. Thu report of the By-laws, Eire Brigade and Lighting Committee was adopted as follows That two fire alarm circuits he installed in tho Thonidon district, connecting with tbo Tliorndon station, at an estimated cost of £170; that they bo empowered to obtain matting as required for tho Eire Brigade Station; that tbo services of Mr Cedorlioim, electrical export, be dispensed with as from January 31st, and that the cummittco wish to express their appreciation of his services in the past. That they iiavo dealt with the letter of the Wellington Plumbers’ Association, with reference to tho waterworks by-law, 1902, and recommend as follows —(1) That, in future, copies of any amendments to tho waterworks by-law bo forwarded to every licensed plumber in Wellington; (2) that clauses 3, 22, 29, 47 and 58 of tho by-law bo not altered; (3) that tho fco of 3d for testing taps and fittings in clause 10 bo abolished; (4) that no action bo taken with reference to thoir suggestion that no inspection foe should bo paid on work under the value of £2. That clause 10 of tho consolidated by-law, 1902, bo amended as fellows :—“ Every person who shall erect a detached building shall leave a space of at least 3ft Gin between tho outer face of ono of its external walls and tho fence or boundary lino of tho site of such building. Such place shall bo entirely reserved as a passage-way to the roar of tho side of tho building. It shall bo an offonco for any person to place any erection, or cause, or permit tho erection, on or over such passageway, or at, or near the entrance thereto, provided that it shall bo lawful to attach to tho sido of the building a leanto roof, over such main entrance door, supported by brackets or cantilevers or by uprights erected o n the boundary of tho site, but, nevertheless, so as to leave a clear width of 3ft between tbo external wall of tho building aud such uprights. Provided always that in tho case of a detached building for residential purposes tbo external walls of which aro built of brick, stone or concrete, such passage-way may bo built over above tho level of the first floor, but in no case shall its clear height bo loss than Oft. In tho caso of buildings, other than detached building's, to bo wholly or principally occupied as business premises, convenient access to the rear shall bo provided and maintained for the purpose of drainage and refuse removal, and of access for extinction of fire.”

Tho following report of tho Public Works Conimittoo was adopted;—That tho Now Zealand Motor-car Company bo informed that tho Council cannot undertake to juit Luke’s lano in repair, tho street being a private one. That notices bo served on all owners in Hawker street whoso properties encroach on tho street-line, and that they bo asked to sign admissions thereof and agreements to set back, their properties when called upon to do so. That Mrs G. Aklous ho granted temporary permission to move the water-engine from tho present building on Lambton quay to premises next door, whilo her now building is being erected. That Mr G. P. Powies bo informed that repairs to Wesley road will bo carried out at tho earliest opportunity. That Mr C. Odlin ho granted permission to oroob a temporary shed on tho section of reclaimed land recently lot to him, the shed to he erected to the satisfaction of the City Engineer. That Mr A. H. Hindraarsh bo informed that the Council cannot grant permission to Mrs Merry to build on the laud in Sago’s lane, for reasons sot forth in tho report of the City Engineer. That the closejoint system of wood blocking bo adopted in paving the streets of the city, tho question of laying the blocks at right angles or diagonally to be left to tho discretion of tho Engineer. That all persons using automatic flush cisterns be charged a minimum sum of 18s per month for water used by same. That Mr W. Lawny he allowed to subdivide town aero 891, Owen street, and to erect buildings thereon, as shown on plans submitted, and that tho matter bo afterwards forwarded to tho By-laws Committee, with a request that the bylaw bo amended, as suggested by tho Engineer. That a committee consisting of the Mayor and Councillors Devine, Smith and Luke bo sot up to confer with tho owner and architect of Barrett’s Hotel with reference to the piece of land in dispute at tho corner of tho building, such committee to havo power to act. That tenders bo called for a further 800 4in water pipes. That Mr T. B. Jobson bo offered, without prejudice, tho sum of £5 in settlement of his claim for compensation, in respect of taking a drain, through his property at Footscray avenue. Tho following recommendations of the same committee caused Councillor Dovino to protest against property-owners being called upon to pay for paving, but tho clause was finally adopted by six votes to five: —That footpaths in tho following streets or parts of streets bo formed, and that tho cost ho charged to tho respective owners, in accordance with tho twins of tho by-law;—Con-crete flagging—Harris street, all unflagged sections, both sides; AVoolcoinbc street, west sido from Mount street southward; Ellice street, _ between Brougham street and Austin street, north side. Asphalt—South road, west side from Luxford street northward to Rintoul street; Hall street, north sido, between Adelaida road and Hanson street; Hanson street, west sido, from Hall street southwards; Hanson street, oast side (inside half), between Hall street and John street, except where banks project; Rolleston street, north side; Adelaide road south, east side from Luxford street to Town Belt; Tennyson street; Herald street, Russell terrace to Charles street, north side; Mein street, Daniel street to Owen street. south side; Mein stroet Owen street to Town Belt, both •slides; Buffo street; Crawford street, from Howard street southward, five chains; Constable street. Daniel street to Belt, north side; Daniel street. Wilson street to Mein street; Drummond street, Adelaide road to Asylum grounds;
