THE SUGAR CONVENTION.
(Received November 30, 4.44 p.m.) LONDON, November 29. In reply to Britain's invitation to adhere to tho Sugar Bounties Convention, Russia contests tho right to impose countervailing duties on bountyfed sugar. She is williug that tnc Hague Tribunal should arbitrate. Her contention is that countervailing duties are an infringement of the commercial treaty.
