ATROCITIES IN MANILA AND CHINA. (Received April 14, 10.9 p.m.) NEW YORK, April 13. Major Mailer, the American officer who recently gave evidence before the Philippines Commission regarding atrocities perpetrated by the American troops in the Philippines, insists that the American and European troops in China committed similar acts to those of tho Bush Veldt Carbineers in South Africa without any protest being made. He also states that they summarily shot any Chinese who mutilated the bodies of tho dead.
