AN APPEAL FOR CIVIL GOVERNMENT. LONDON, March 7. Yun-shi-kai, Viceroy of Chi-li, strongly insists that civil government in Tientsin should bo restored to China. Ho points out that it is unfair to continue to humiliate the Government in tho eyes of the Chinese people. It is believed that Germany is tho obstacle in tho way of the withdrawal of European forces. Tho Viceroy says he will bo grateful for Anglo-Japanese assistance, though ho is sorry that China needs propping. SQUABBLING AT TIENTSIN. . (Received March 9, 4.45 p.m.) LONDON, March 8. Tho “Standard” states that the French wishing to make roads through a compound owned by the Methodist Episcopalian Mission at Tientsin, the French Consul seized the mission buildings, and included them in tho French settlement. The United States Consul thereupon hoisted tho United States flag over tho buildings. Tho French Consul now threatens to hoist the tri-colour above the Stars und Stripes. REVOLT AGAINST THE MANCHUS. (Received March 8, 6.52 p.m.) LONDON, March 7. Prince Tuan is heading the rebellion, against tho Manchu dynasty. FRANCE AND THE JAPANESE TREATY. (Received LONDON, March 9. M. Delcasse, the French Minister for Foreign Affairs, states that the AngloJapanese Treaty was communicated to Franco prior to publication. It would not cause a modification of tho French policy, which pacific and amicable towards China. MANCHURIA AND RUSSIAN INFLUENCE. LONDON, March 10. Tho “ Novoo Vremya ” asserts that Russia would not admit tho open door in Manchuria or other spheres of Russian influence. There would bo no evacuation of . Manchuria until the Russo-Chineso treaty was ratified. Great Britain has intimated that she is prepared to hand Tientsin over to China on May Ist if tho other Powers consent. All except Germany agree, but the latter requires as a condition acquiescence with her demands with regard to Shantung. .
