(Received January 17, 1.1 a.m.) LONDON, January 16. • A Blue Book has been published dealing with the Anglo-American negotiations for the Nicaragua Canal. . This shows that Lord LansdoWne, in proposing modifications of Air Hay’s version, in order to secure a treaty which would be accepted by both countries and be equitable and satisfactory, emphasised his desire to facilitate tho enterprise, wherein both Governments were greatly interested. Both the late President McKinley and Mr Hay assured Lord Pauncefote that they regarded the consideration shown to the American proposals’ to bo in the highest degree friendly and reasonable. Air Hay further expressed appreciation at Great Britain’s friendly, magnanimous spirit. “The Times,” in its comments, rejoices that “the first important treaty that Edward, King of the British Dominions Beyond the Seas, has signed is a happy agreement with our kinsmen in the United States.”
